Here's irowiki's info on casting time + DEX
Cast time -1/150 (150 DEX = instant cast)
Im not sure, but that looks to me like any increment to DEX adds to casting time
1 DEX = 0.66 casting time
So I dont need to shoot for any break points for dex when it comes to casting time, correct?

Correct. There are no break points, every point of Dex counts the same when it comes to cast time.
For physical damage, however, there are break points. If the weapon is ranged, Dex acts like Str and should be raised in increments of 10. If the weapon is melee, it should be raised in increments of 5 for +1 max Atk.

does 0.66 increase in casting time recognized by the game? or does it have to be 1.32?

The game does not handle fractions at all when it comes to cast time. However, the relevant rounding doesn't happen in the Dex, but in the actual cast time, which is given in milliseconds. So yes, every 0.66% cast time reduction counts right down to the millisecond!
In case you were wondering about how cards play in, they multiply with the Dex-reduced cast time but add within themselves. Say you have 132 Dex for an 88% cast time reduction.
Cast time = 0.12 = 12%.
Then you put on your +5 Hat which contains a Kathryne Keyron Card for another 5% reduction.
Cast time = 0.12*0.95 = 0.114 = 11.4%.
Then you put on your Phen Card, which gives you +25% cast time. Since Phen and Kathryne give the same kind of bonus, they will add.
Cast time = 0.12*1.20 = 0.144 = 14.4%.
